Fair Student Funding

Baltimore has become a leader in this new funding model that gives all principals control of an increased per student resource allocation and then holds them accountable for meeting their students’ needs. Under this funding approach, schools are allocated a base amount for each student, and then provided additional funding weights based on students’ needs. Principals are responsible for developing and managing their school budgets out of this allocation, including staffing, supplies, professional development and other support programs. They are then held accountable for selecting and executing priorities and programs that meet their students’ needs and continue to increase their performance.

The Fund has served as fiscal intermediary and technical advisor for the organization that helped City Schools design the funding model and student weights. We’ve also served on Principal Support Teams that help school leaders develop and implement their individual school budgets. We continue to inform principals’ decision-making by providing information resources and proven options for meeting students’ needs. For example, the Fund supported a workshop that informed secondary school principals about strategies to develop and maintain a college-going culture. Principals engaged with four college access support providers the Fund helped recruit to Baltimore, and which principals can now opt to include in their school budgets.
