As Baltimore’s only local education fund, and one of its most respected education intermediaries, an important role of the Fund is supporting and assisting our City Schools’ partners who have direct responsibility for educating Baltimore’s children. We support our partners’ decision making and implementation by sharing our knowledge and expertise of best practices from across the country. Better information leads to better decisions for all of Baltimore’s students. Some examples of this support include:

Fair Student Funding.  Baltimore has become a leader in this new funding model that gives all principals control of an increased per student resource allocation and then holds them accountable for meeting their students’ needs. • Drop-out Prevention and Increased Graduation Rates. Today, Baltimore’s attendance and graduation rates are the highest in 10 years; enrollment rates are the highest in 15 years; and drop out rates are the lowest since the State began reporting in 1996.  • School Choice. We know that students do better academically, and have a higher likelihood of staying in school, when they have a personal stake in their achievement, and their environment. As a result, giving students and their families the opportunity to choose the secondary schools that appeal to them is a key pillar of Baltimore’s secondary school reform movement. This year, over 90% of current eighth grade students exercised their option to select a high school of their choice. The Fund conducted the research and supported the implementation of high school choice in Baltimore. The Fund is also supporting the City Schools’ expansion of school choice to middle schools and programs, helping to give students and their families a greater voice in their education during these critical bridge years.
